MALAYSIA


Almost 60 percent of Malaysia's land area is covered with indigenous forest and a further 20 percent is made up of plantations. The Malaysian Government is keen to utilise all of these resources in efforts to develop the country.

Key timber products for domestic demand and export include sawn logs, sawn timber, dressed timber, mouldings and dowel, veneer sheets, plywood, particle board and furniture (wood and rattan). A significant proportion of Malaysia's timber exports, especially furniture, go to buyers in West Asia such as United Arab Emirates, Saudi Arabia, Kuwait, Bahrain, Oman and Qatar. Other significant markets include European Union Member States such as the Netherlands, Belgium and the UK.

Malaysia's timber industry is the country's fourth-largest export earner and is keen to increase market share in premium priced sensitive European markets. This trend has become apparent as the country's products are increasingly undercut in less 'green' markets such as China, Taiwan and South Korea, by low-cost producers in competitor countries in the east Asian region.

Malaysia has been accused by environmental campaigners of being a conduit for trade in illegally harvested timber products from Indonesia. In response, the government has prohibited imports of all logs and large sawn timber from Indonesia and tightened up regulation of CITES-listed timber species passing through its free trade zone. However, there have been recent accusations of corruption among government officials, including the Chief Minister of Sarawak, enabling the illegal import of timber from Indonesia. Sarawak officials have also been accused of attempts to replace elected local officials with timber company stakeholders in Penan communities.

Malaysia is one of the first countries to be negotiating a Voluntary Partnership Agreement with the EU. Under the VPA, timber exported to the EU must be certified as legally harvested. Malaysia expects to sign the agreement at the end of 2008 or beginning of 2009. A number of NGOs are calling for the negotiations to be put on hold until the corruption allegations have been fully investigated.
