India has a long history of forest management and conservation. Current objectives are guided by the National Forest Policy 1988, and include the maintenance of environmental stability, preserving the remaining natural forests, preventing soil erosion and denudation of catchment areas, minimising pressure on existing forests, and initiating a participatory approach to forest management to achieve these aims. Economic benefits of forestry are seen as secondary to environmental and social objectives.

The government has a target for one third of India's land area to be forested, with two thirds in mountainous regions. To achieve this, a major reforestation programme is planned to establish 3 million hectares of plantations annually on scrub areas, wastelands and marginal lands and on appropriate farmland. The programme includes planting to rehabilitate degraded natural forest areas and establishing corridors to link protected areas.

Community involvement in forest management is enshrined in the programme for Joint Forest Management (JFM). In 1990, the federal government issued detailed guidelines to all states to involve local communities in the rehabilitation and protection of degraded forests. To date, JFM has been implemented on more than 17 million ha of degraded forest through over 63,000 Village Forest Committees.

In an effort to preserve forest resources, the Indian Supreme Court prohibited the Forest Department from harvesting wood in areas without management plans in 1996. The court also banned the shipment of logs from north eastern states, allowing only shipments of sawn timber. In 1997, the Supreme Court ordered the closure of all unlicensed sawmills and wood processing plants, and forbade states from licensing new operations. Illegal logging has been a problem in some areas of the country; in Jammu and Kashmir, local authorities are attempting to tackle this by offering training to erstwhile timber smugglers to become tourist guides.

India's policies have resulted in the stabilisation of the country's forest cover, although success varies considerably among states. There are, however, continuing and increasing population pressures on forest lands, which have resulted in encroachment for grazing, harvesting of immature wood, or sites allocated for afforestation being used for other development purposes. A lack of resources and support has also hindered afforestation in some areas. These pressures need to be managed to prevent a return to a trend of deforestation. Major reductions to import duties on wood products, particularly logs, have created the potential for wood imports to reduce harvesting pressures in Indian forests, although Indian demand is having a potentially serious impact on its neighbours.
