CLIMATE CHANGE & REDD


According to the Stern review, deforestation accounts for approximately 20 per cent of world annual greenhouse gas emissions and is the largest source of emissions in the developing world. In sub-Saharan Africa, a study in 2009 estimated carbon emissions from forest degradation may be three times greater than those from deforestation.

Given this significance, there has been growing interest in establishing a mechanism to reduce emissions from deforestation, particularly in tropical countries, to tackle climate change. The need to include measures to Reduce Emissions from Deforestation and forest Degradation (REDD) in developing countries in any new international agreement on climate change was recognised by parties to the United Nations Framework Convention on Climate Change (UNFCCC) in December 2007.

The scope for REDD+ - which goes beyond deforestation and forest degradation to include the role of conservation, sustainable management of forests and enhancement of forest carbon stocks - was set out at the UNFCCC 15th Conference of Parties (COP15) in Copenhagen in December 2009. While much of the deforestation under consideration is the result of legal land-use change and logging, there is also a significant proportion that is illegal. If avoided deforestation is to become a credible element of an international system for controlling greenhouse gas emissions, forest areas will have to be managed over the very long term and be subject to effective legal enforcement. Considerable amounts of finance will also be required.

In May 2010, 58 countries adopted the REDD+ Partnership document; the objective of the Partnership is to serve as "an interim platform for Partners to scale up to REDD+ action and finance". Total pledges of initial public finance between 2010 and 2012 currently total US$4 billion. Many countries have begun the process of getting 'REDD-ready' with technical support and finance from the UN-REDD programme and the World Bank's Forest Carbon Partnership Facility (FCPF) and Forest Investment Programme (FIP).

However, although the amount of money pledged for interim REDD+ finance is considerable, and potential financial flows for REDD+ are predicted at US$30 billion a year, the amount of money that could be earned by developing countries by converting their remaining forests for agricultural production is potentially far greater, and poses a continuing threat to those forests.

The most recent UNFCCC conference took placde in Cancun, Mexico, in late November-early December 2010. Agreement was reached on REDD, the text of which can be found in the Outcome of the work of the Ad Hoc Working Group on long-term Cooperative Action under the Convention.

There remain many concerns about REDD, including the lack of decision on whether markets can be used for long-term REDD funding, the existence of potential loopholes for the accounting of emissions reductions from deforestation, and the potential development of tradeable property rights over trees - a particular concern of indigenous people's groups.

REDD+ Partnership The website of the REDD+ Partnership is the entry point for essential information on initiatives to reduce emissions from deforestation and forest degradation (REDD+) in developing countries. Through this platform REDD+ partners share documents and other information.

Partner countries will also use this website to exchange information and views related to REDD+ activities seeking to scale up REDD+ actions and finance, in order to take immediate action, including improving the effectiveness, efficiency, transparency and coordination of REDD+ initiatives and financial instruments to facilitate among other things knowledge transfer, capacity enhancement, mitigation actions and technology development and transfer.

World Bank Forest Carbon Partnership Facility The Forest Carbon Partnership Facility (FCPF) is designed to build the capacity of developing countries in tropical and subtropical regions to reduce emissions from deforestation and forest degradation (REDD) and to tap into any future system of positive incentives for REDD. In some of these countries, the FCPF will also help reduce the rate of deforestation and forest degradation by providing an incentive per ton of carbon dioxide of emissions reduced through specific Emission Reductions Programs targeting the drivers of deforestation and forest degradation.
