GUYANA


Approximately three quarters of Guyana is forested, 60% of which is primary forest supporting a rich biodiversity. Historically, Guyana's forests were exploited very little, due to a lack of resources, but the country's need for economic development led the government to seek foreign investment, which resulted in the Malaysian logging company Barama being granted a 50-year 1.7 million ha concession in 1991. This was encouraged by both the World Bank and IMF.

Barama benefited from a 10-year tax holiday, paid almost no royalties and was granted the right to log lands that had been inhabited by indigenous communities. Other logging firms followed because of the favourable conditions. At the same time, illegal chainsaw logging saw a rapid expansion and the government effectively lost control over the forestry sector. In addition, mining has had a significant impact on the environment, causing widespread deforestation in some areas and polluted waterways.

As a result of this, a three-year moratorium on new logging concessions was issued in 1995, and the government, supported by NGOs, introduced a number of measures to try and regain control over the industry, such as increasing funding for the Forestry Commission to monitor logging activities. The current forestry law provides for timber companies to be compensated for leaving an area of forest untouched by logging.

The rate of harvesting in Guyana is now very low, the deforestation rate is believed to be very low, and logging companies claim to be operating sustainable forest management. However, there are continuing claims of underhand dealings and financial irregularities by mainly Asian logging companies and the forestry authorities.

The government is attempting to address the problem of illegal chainsaw logging in a project funded by the EU. This includes establishing dialogue at the local, regional and international levels and capacity building for sustainable forest management at the community level. It is hoped the project will contribute to poverty reduction and improving livelihoods as well as reducing illegal logging.

In 2006, and again in the run-up to the climate change talks in Bali in December 2008, the president expressed his willingness to place all Guyana's rainforest under international supervision to ensure it is being managed sustainably, if the economic incentives were appropriate. On a further positive note, the Timber Trade Action Plan (TTAP) has launched activities to combat the trade in illegal timber in South America, starting with Brazil, and will be rolling its work out to Guyana shortly.

Guyana is also a member of the Amazon Cooperation Treaty Organisation (ACTO) which has developed criteria and indicators for sustainable forest management and a platform for dialogue between national forestry authorities, and is examining the potential for digital surveying of the regions vegetation cover. ACTO believes that the REDD mechanism provides an opportunity for Amazon countries to design policies to rectify environmental degradation

Forest People's Programme Forest Peoples Programme supports forest peoples to secure and sustainably manage their forests, lands and livelihoods. Their strategies to achieve this include:

* promoting the rights and interests of forest peoples at local, national and international levels
* creating space for forest peoples to have an effective voice in decision-making processes
* challenging top-down policies and projects that deprive local peoples of resources
* coordinating support among environmental organisations for forest peoples' visions
* supporting community-led sustainable forest management
* publicising forest peoples' plight through research, analysis and documentation.

Since 2000 we have established a systematic framework for long-term monitoring of this region, which holds more biodiversity, water, and vegetation carbon, than any other region of the planet. RAINFOR has worked step-by-step, including partners across the nations of Amazon, taking account of the potentially strong modulating role of environmental variables like soil nutrition, and the need to help develop a new generation of Amazon ecologists.
