Consumer retail of wood and wood products is dominated by large DIY chains in both Europe and North America. The environmental and legality risks posed by the timber these companies buy have frequently been highlighted by NGOs and, increasingly, governments, also significant consumers of wood and wood products. In reaction to these risks, companies with a long term perspective on their industry have begun to implement procurement policies that aim to exclude illegal and unsustainable wood. Some have committed to buying timber that has been certified by independent bodies, some have established their own supply chain checks.

What evidence is publicly available, suggests that implementation of in-house company policies is uneven and, in many cases, hampered by difficulties of providing credible assurance that timber supplies meet requirements set out in them. Without certified or independently audited chains of custody, it is difficult to provide credible proof that timber products originate from legally-verified or sustainably-managed sources.

Improved tracking systems, including the use of log tagging and electronic data storage are seen as one way to improve traceability and tackle fraudulent documentation, but these are only currently implemented on a small-scale or in pilot projects.

The licensing system proposed under the EU FLEGT action plan has the potential to support retailers in their efforts to establish the legality of the products they supply. It would, for example, establish a definition of legality in each partner country and require verification against it, as well as supporting the development of independently audited chains of custody to the point of export licensing. However FLEGT licenses would only effectively support these processes in countries that voluntarily committed to the scheme, or in products originating in partner countries if those partners made FLEGT licenses obligatory for all exports, or all parties in the chain were to specify that the legality of their purchases should be demonstrated by means of a FLEGT license. Retailers that continue to trade in products originating outside FLEGT partner countries are likely to continue to face difficulties establishing the legitimacy of their supply chains, and as such, face the reputation risk of further NGO campaigns.
