PAPUA NEW GUINEA


Papua New Guinea (PNG) contains the largest intact tropical rainforest wilderness in the Asia-Pacific region and the third largest in the world.

The principal forestry legislation is the Forestry Act 1991, which provides for the conservation, development and management of forest resources. The Forestry Act of 1991 allocates forest resource rights and responsibilities through Forest Management Agreements between customary landowners and government. Landholders sell cutting rights to the Forest Authority in exchange for timber royalties. The Forest Authority may then grant the cutting rights to private sector forestry interests. However, there are still many large areas of ' mainly inaccessible ' forests under customary ownership outside formal management processes.

A National Forest Plan was approved in 1996 and all forestry projects are expected to run in accordance with this. Provincial forest management plans have also been developed. The requirements in the 1991 Act are underpinned by regulations, approved in 1998, which cover all aspects of forest industry procedures and controls.

Almost half PNGs accessible forests are already committed to industrial logging and more than 30 proposed timber projects target most of the remainder. In 1999 the government imposed a moratorium on new logging concessions, extensions and conversions, and undertook to review all existing logging licenses to ensure that proper procedures had been followed in the forest acquisition and allocation process. At the same time, increased support to community-based forestry and conservation programmes was agreed.

However, the country does experience serious problems with the logging sector. The recently reported results of a five-year study, using satellite imagery, showed logging had destroyed almost 4 million ha of rainforest over 30 years. The World Bank, PNG authorities and others conclude that much of the logging was illegal. Furthermore, government ministers have recently been implicated in corruption allegations surrounding bribes from the logging industry.

The importance of Papua New Guineas forests has been underlined by recent funding from Australia, aimed at protecting forests and reducing greenhouse gas emissions. PNG will receive US$350,000 for skills training and capacity building in forest certification and US$260,000 for professional education in sustainable forest management.

Canopy Watch Early in 2012 Canopy Watch embarked on a process of systematic investigation into the implementation of the policy initiative entitled Special Purpose Agricultural Business Leases [SABL] in Papua New Guinea. This policy has transferred almost 5 million hectares of customary land to the tenure structure of 99 year agricultural business leases. Their remit was to listen, understand and document the ground realities of this SABL policy initiative. Basing their research on a coalition of views from traditional and community leaders, forestry experts academics, politicians and civil servants, along with the help and assistance of national and international NGO's. This website is intenced to be developed as a knowledge base documenting the Commission of Inquiry investigations into SABLs. Broken link
